Error message when you use Outlook Web Access or when you try to access an ASP Web page on an Exchange Server 2003 server that is running Windows Server 2003: "The page cannot be displayed"

Symptoms

When you use Microsoft Outlook Web Access to access your mailbox on a Microsoft Exchange Server 2003 server that is running Microsoft Windows Server 2003, you receive the following error message:
The Page Cannot Be Displayed . . . Cannot Find Server or DNS Error
You receive a similar error message when you try to access an ASP Web page on the Exchange Server 2003 server. Additionally, the following events may be logged in the System log.

Description: The machine-default permission settings do not grant Local Activation permission for the COM Server application with CLSID {CLSID_ID} to the user NT AUTHORITY\NETWORK SERVICE SID (SID_ID). This security permission can be modified using the Component Services administrative tool.

Description: Application pool 'DefaultApplicationPool' is being automatically disabled due to a series of failures in the process(es) serving that application pool.

Cause

This problem occurs when the version of the Asp.dll file does not match the version of other Microsoft Internet Information Services (IIS) files. The Asp.dll file has a version number of 6.0.3790.1830, the Microsoft Windows Server 2003 Service Pack 1 (SP1) version number, instead of version number of 6.0.3790.0, the Microsoft Windows Server 2003 version number. This problem may occur if one of the following conditions is true:
  • You install IIS on the server after you install Windows Server 2003 SP1.
  • You install Windows Server 2003 SP1 on the server, and then you remove it.
Note Other file versions may also not match.

Resolution

To resolve this issue, you must reapply Windows Server 2003 SP1 on the Exchange Server 2003 server.
