PCI devices may not work correctly when a D3 Cold or D3 Hot to D0 power transition occurs in Windows Server 2003

Symptoms

Microsoft Windows Server 2003 does not meet the specification for the peripheral component interconnect (PCI) 1.2 state transition recovery time requirement. Because of this problem, you may experience one of more of the following symptoms:
  • A PCI device may cause the PCI bus to stop responding during the D3 Cold or D3 Hot to D0 power transition. When this problem occurs, the computer may become unresponsive to any user input. For example, you may experience no mouse pointer movement, no keyboard input, and no keyboard status light changes in this situation. Additionally, the PCI bus stops responding, or "hangs," and no I/O over the PCI bus is possible.

    Note The specification defines the D0, D1, D2, D3 Hot, and D3 Cold states. D0 means that the power supply for a device is on. D3 Cold means that the power supply for a device is off. D3 Hot means that the device still receives minimal power.
  • A PCI device may not reinitialize during the D3 Cold or D3 Hot to D0 power transition. When this problem occurs, the device does not work after the computer has resumed.
  • Other unexpected behavior may occur depending on the PCI device configuration.
This problem might occur when the computer is resumed from standby, and a D3 to D0 transition occurs for each PCI device that is being used.

Cause

This problem occurs because Windows Server 2003 does not honor the recovery time requirement before accessing a PCI device. Therefore, the PCI.sys bus driver starts to program the state of the device prematurely. For example, Windows Server 2003 accesses a PCI device before the PCI.sys bus driver configures the base address registers.

PCI devices require a specified minimum period of time to initialize their internal state from D3 Cold before the devices are ready to communicate with software or other PCI devices on the PCI bus. Because Windows Server 2003 does not honor the minimum wait time after powering down a PCI device, PCI bus or hardware abstraction layer (HAL) problems may occur.

Resolution

Microsoft has released an update that brings Windows Server 2003 into compliance with the PCI 1.2 state transition recovery time requirement.

Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing.
