You cannot use the Disk Management snap-in to create a mount point for a locked volume in Windows Server 2003

Symptoms

In Microsoft Windows Server 2003, you try to use the Disk Management snap-in to assign a drive letter to a volume on a disk. However, the drive letter is not assigned as expected. Therefore, you cannot use the Disk Management snap-in to create a mount point for the volume.

Cause

This problem occurs if the following conditions are true:
The underlying disk is a basic disk.
The volume is locked.
Note This problem does not occur if the volume is locked but if the underlying disk is a dynamic disk.

Resolution

To resolve this problem, remove the lock from the volume. If you do not know which program has locked the volume, you may have to use a third-party utility to identify the program that has locked the volume.
