Some envelope journal reports contain a blank recipient list in Exchange Server 2003 and in Exchange 2000 Server

Symptoms

Consider the following scenario. You enable envelope journaling in a Microsoft Exchange Server 2003 or Microsoft Exchange 2000 Server environment. Then, you change the journalRecipient mailbox on a particular information store. Or, you move Exchange recipients between information stores. In this scenario, the following symptoms may occur in a 15-minute period:
  • Two or more envelope journal messages may be generated.
  • A copy of a journal message that is sent to the new journalRecipient mailbox may be sent to the old journalRecipient mailbox.
  • You notice that some envelope journal reports contain a blank recipient list. The blank receipt journal message may include text that resembles the following text:
    Sender: "Jane Dow" <smtp:JaneDow@contoso.com>
    Message-ID: <2006xxxyyyyzzzz0@server.contoso.com>

Cause

This issue occurs because there is a 15-minute Active Directory configuration latency period after you change the journalRecipient mailbox on the information store.

Resolution

You can safely ignore this issue. This issue resolves itself in no more than 15 minutes. When this issue occurs, at least one envelope journal message contains a full list of the original message recipients. Therefore, no data loss occurs.
