This article discusses a hotfix that you can use to change the behavior of the Full Mailbox Access permission in Microsoft Exchange 2000 Server.

More information

Currently, a user who has the Full Mailbox Access permission to a mailbox can send an e-mail message as the mailbox owner. This behavior occurs because the Send As permission is implicitly included in the Full Mailbox Access permission.

Microsoft has created a hotfix to change the default behavior of the Full Mailbox Access permission. After you apply this hotfix, you can set the Full Mailbox Access permission for a user without also setting the Send As permission.

Note This change is in Exchange 2000 Server Service Pack 3 (SP3) when you use Store.exe version 6619.4 or a later version of Store.exe.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

Prerequisites

Restart requirement

You do not have to restart the computer after you apply this hotfix. However, the Microsoft Exchange Information Store service and all of its dependant services are automatically stopped and then restarted when you apply this hotfix.

This hotfix does not replace any other hotfixes.

The following user accounts are not affected by this hotfix:
  • The user account of the mailbox owner
  • The associated external user account for a mailbox
  • The user account of a delegate of the mailbox owner
If any one of these user accounts has the Full Mailbox Access permission for a mailbox, the user can send e-mail messages as the mailbox owner. The user account does not have to have the Send As permission for the user to send an e-mail message as the mailbox owner. By default, the following user accounts have the Full Mailbox Access permission:
  • The user account of the mailbox owner
  • The associated external user account for a mailbox
By default, the user account of a delegate does not have the Full Mailbox Access permission.
