VPN clients that use the Connection Manager Administration Kit for double dial functionality remain in quarantine on Windows Server 2003-based computers

Symptoms

You use the Connection Manager Administration Kit (CMAK) to try to establish a virtual private network (VPN) connection by using double dial functionality. You perform this action on a Microsoft Windows Server 2003-based computer. However, in this situation, you receive the following error message:

Unable to contact remote access server.
Client remains in Quarantine Network.
If the problem persists, please contact your administrator.
Press any key to continue . . .
Additionally, the VPN client remains in quarantine mode.

Note Double dial functionality lets you establish a VPN connection over a dial-up connection.

Service pack information
