A disabled user account is not created when you use the Exchange Migration Wizard to move mailbox data to a new user account on a trusted domain in Exchange Server 2003

Symptoms

You use the Exchange Migration Wizard to move mailbox data to a new user account on a trusted domain. You expect the following three items to be created:
A new user account that has no mailbox
A disabled user account
A mailbox for the disabled user account
The new user account that has no mailbox is created on the trusted domain. However, the disabled user account and the mailbox for the disabled user account are not created.

Cause

This problem may occur when the following options in the Account Options dialog box are selected in the Exchange Migration Wizard:
User must change password at next logon
Associate with accounts in an external domain
Create new accounts in external domain

Workaround

To work around this problem, clear the User must change password at next logon check box in the Account Options dialog box.
