The ISA Server Control service stops responding on a computer that is running ISA Server 2004, Enterprise Edition

Symptoms

You restore an array configuration on a computer that is running Microsoft Internet Security and Acceleration (ISA) Server 2004, Enterprise Edition. After you do this, the ISA Server Control service (Mspadmin.exe) stops responding. Additionally, the following error is logged in the Application event log:
