The Information Store Service stops responding when you configure the "Western European (ISo-8859-1)" character set and enable the word wrap functionality in Exchange Server 2003 SP1

Symptoms

Consider the following scenario. In an organization that is running Microsoft Exchange Server 2003 Service Pack 1 (SP1), you configure the following global settings for the Internet message format:
You configure the Western European (ISo-8859-1) character set for MIME messages.
You enable the word wrap functionality for Internet messages by entering a number in the Use at column box.
Then, you send an e-mail message that has a message attachment to an external user. In this scenario, the Microsoft Exchange Information Store service stops responding. Additionally, an event ID 9680 message and an event ID 9681 message are logged in the Application log.

Note This behavior also occurs when the following conditions are true:
You configure the settings that are mentioned in this section for a specific domain.
You send an e-mail message that has a message attachment to a user in that domain.

Restart requirement

You do not have to restart the computer after you install the hotfix. However, the Microsoft Exchange Information Store service and all dependent services will be restarted.

To configure the global settings for the Internet message format that are mentioned in the "Symptoms" section, follow these steps:
1.Start Exchange System Manager.
2.In the left pane, double-click Global Settings, and then click Internet Message Format.
3.In the right pane, right-click the Default domain, and then click Properties.
4.Click the Message Format tab.
5.Under Character sets, click Western European (ISo-8859-1) in the MIME box.
6.In the Default domain properties, click the Advanced tab.
7.Under Message text word wrap, click Use at column, and then type a number in the Use at column box. For example, type 72 in the Use at Column box.
8.Click OK.
9.Quit Exchange System Manager.
