You receive a "Microsoft Exchange Installation Wizard Setup failed" error message when you try to install Exchange Server 2003

Symptoms

When you try to install Microsoft Exchange Server 2003 on a computer that is running Microsoft Windows 2000 or Microsoft Windows Server 2003, you receive an error message that is similar to the following:
Microsoft Exchange Installation Wizard Setup failed while installing sub-component Microsoft Windows Active Directory schema update with error code 0xC103798A (please consult the installation logs for a detailed description). You may cancel the installation or try the failed setup again.
This issue occurs even though the computer meets the minimum system requirements.

Cause

This issue occurs if the following conditions are true:
The top-level public folder creation access control has been configured in the Microsoft Exchange Server 5.5 site that you are joining.
No Active Directory Connector (ADC) connection agreement was previously configured for the Exchange Server 5.5 site that you are joining.

Resolution

To resolve this issue, use one of the following methods:
Remove the top-level public folder creation restrictions from the Exchange Server 5.5 site that you are joining. You can reinstall the top-level public folder creation restrictions after you install Exchange Server 2003.
Configure ADC connection agreements for the Exchange Server 5.5 site that you are joining to replicate recipient information between Exchange Server 5.5 and Active Directory.

More information

Setup fails because it cannot find the user or group that is specified in the top-level public folder restriction in Active Directory. This issue does not occur when the following conditions are true:
Connection agreements have been configured for the Exchange Server 5.5 site.
The user or group that is specified in the top-level public folder restriction exists in Active Directory.
Typically, Setup prevents the installation of Exchange Server 2003 unless the ADC Tools are run first. To bypass creating connection agreements and to go straight to the installation of Exchange Server 2003, follow these steps:
1.Click Start, point to All Programs, click Microsoft Exchange, and then click Active Directory Connector.
2.Click ADC Tools, and then click Run in the Step 2: Data Collection box.
3.In the Step 3: Resource Mailbox Wizard box, click Run.
4.In the Step 4: Connection Agreement Wizard box, click Verify.
5.Close the Active Directory Connector Services dialog box.
We recommend that you follow the standard ADC Tools process and configure connection agreements before you install the first Exchange Server 2003 server. However if you decide to install an Exchange Server 2003 server in a site first and then create the connection agreements that point to the new Site Replication Service (SRS), you may avoid having to change the configuration of multiple connection agreements later in the migration.
