Cause

This issue occurs if Windows Update or Microsoft Update detect system files that are on the computer and that may have to be updated. Windows Update and Microsoft Update offer updates only when applicability conditions are met on the local computer. However, an uninstalled program might have left dependent system files on the computer. Therefore, Windows Update or Microsoft Update detect system files that are on the computer and that may have to be updated. This behavior occurs even though the program is not installed.
