Cause

This problem occurs because an authentication loop exists between ISA Server 2004 and the server that is running Microsoft Internet Information Services (IIS).

When you try to access a Web listener that uses RSA SecureID authentication in ISA Server 2004, ISA Server 2004 prompts you for credentials. When the request arrives at the upstream server that is running IIS, ISA Server 2004 again prompts you for credentials. However, if you enable domain cookies, ISA Server 2004 only prompts you for credentials one time. After you provide the credentials, you can use the cookies to access the server that is running IIS.
