You receive a "File or assembly name FileName.dll, or one of its dependencies, was not found" error message when you run the Configuration Wizard in BizTalk Server 2004

Symptoms

During the Windows Management Instrumentation (WMI) part of Microsoft Biztalk Server 2004 configuration, you receive an error message in the BizTalk Server 2004 Configuration Wizard that is similar to the following:
Failed to deploy BizTalk system assembly "C:\Program Files\Microsoft\BizTalk Server 2004\Microsoft.BizTalk.DefaultPipelines.dll. Unspecified exception: File or assembly name FileName.dll, or one of its dependencies, was not found. File or assembly name FileName.dll, or one of its dependencies, was not found."
If you click Retry, you receive the error message again. Also, the name of the referenced DLL changes and appears to be a randomly generated name, such as Ve3fi4xo.dll.

Cause

This behavior occurs if the Network Service account does not have write permissions to the %systemroot%\Temp folder on your BizTalk Server-based server.

Resolution

To resolve this behavior, grant the Network Service account write permissions to the %systemroot%\Temp folder on your BizTalk Server-based server.

  1. Install BizTalk Server 2004.
  2. Make sure that the Network Service account does not have write permissions to the %systemroot%\Temp folder on your BizTalk Server-based server.
