You receive an "OWC .DLL object could not be loaded" error message when you open a worksheet in Excel 2002 SP2

Symptoms

When you open a worksheet in Microsoft Excel 2002 Service Pack 2 (SP2), you receive the following error message:
OWC .DLL object could not be loaded.
This error may occur if the Excel worksheet contains a form that includes a Microsoft Office Spreadsheet 9.0 control. Additionally, if you open the form in the Microsoft Visual Basic Editor, the Microsoft Office Spreadsheet 9.0 control appears to be removed from the form.

Cause

This problem occurs if the Excel worksheet has been opened and saved in Microsoft Excel 2002 Service Pack 3 (SP3).
