Symptoms

When you use a Rule Shape in an orchestration in Microsoft BizTalk Server 2004, the orchestration is suspended and is marked as �not resumable� when your Microsoft SQL Server-based cluster fails over. This problem occurs when the following conditions are true:
You run orchestrations with rules.
Your RulesEngine database is located on a clustered instance of SQL Server 2000.
The instance of SQL Server fails over.
