Cause

This issue occurs if you install and then remove Windows Server 2003 Service Pack 1 (SP1). When you install and then remove Windows Server 2003 SP1, the Internet Information Services (IIS) .dll files that are included with Windows Server 2003 SP1 are running on Windows Server 2003 without SP1 installed. The mismatched .dll files cause IIS to drop TCP connections. Therefore, the Outlook Web Access client cannot access the Exchange Server 2003 server.
