You cannot activate a Terminal Services license server in Windows 2000 Server or in Windows Server 2003

Symptoms

When you try to activate a Terminal Services license server on a computer that is running Microsoft Windows 2000 Server, Windows Server 2003, Windows Server 2003 R2, Windows Server 2008, or Windows Server 2008 R2, the Terminal Services Licensing service starts, but the license server is not activated.

When you view the System log in Event Viewer, you see an event that is similar to the following:You may also receive the following internal error:
Internal Error: 0xc0110011

Additionally, you may also see the following event, error, or both:
Error message:
The License Server Activation Wizard encountered an internal error from the license server
Message Number: 0xc0110011

The RD License Manager encountered an internal error from the license server. Message Number: 0xc0110011
