A service pack is a tested, cumulative set of all hotfixes, security updates, critical updates, and updates. Service packs keep a product current. Service packs are cumulative. Every new service pack contains all hotfixes, security updates, critical updates, and updates that exist in previous service packs, together with any new fixes. Therefore, you do not have to apply a previous service pack before you apply the latest one.
