Virtual directories may not be created in Internet Information Services after you upgrade to Exchange Server 2003

Symptoms

After you upgrade your Microsoft Exchange 2000 Server computer to Microsoft Exchange Server 2003, the virtual directories that are used by Microsoft Outlook Web Access, by Microsoft Outlook Mobile Access, or by Exchange ActiveSync may not be created in Microsoft Internet Information Services (IIS).

Additionally, when you try to start the System Attendant service (Mad.exe) in Exchange Server, the following event may be recorded to the application log:

Event Type: Error
Event Source: MSExchangeSA
Event Category: General
Event ID: 2059
Description:
The DsProxy dll is required but cannot be loaded, error 'c0070000'.

Cause

This issue occurs because the Remote Registry Service is not running on your Exchange Server computer. The System Attendant service depends on the Remote Registry Service. The System Attendant service must be running for directory-service-to-IIS replication (Ds2mb) to occur.

Resolution

To resolve this issue, start the Remote Registry Service component, and then start the Exchange System Attendant service. To do this, follow these steps:
  1. Click Start, point to Programs, point to Administrative Tools, and then click Services.
  2. Right-click Remote Registry, and then click Start.

    The Remote Registry Service starts.
  3. Right-click Microsoft Exchange System Attendant, and then click Start.

    The Exchange System Attendant starts.
  4. Quit the Services tool.

More information

This issue may frequently occur on front-end servers in an Exchange organization where the Remote Registry Service is disabled or is set to manual.

The Setup.log file may look similar to the following:
