Only Windows administrators can be ADAM administrators in Windows Server 2003 and Windows XP

Symptoms

When you use Active Directory Application Mode (ADAM) on a computer that is running Microsoft Server 2003 or Microsoft Windows XP Professional, you cannot make an ADAM user the administrator of the ADAM configuration partition. Only Windows administrators can be ADAM administrators.

Cause

This problem occurs because the following apply when you run ADAM:
1.Cross-partition references are not permitted. The users and the groups in an application partition cannot be members of groups in any other partition.
2.ADAM users or groups cannot be created in the configuration partition. Only Windows principals can be members of the built-in groups in the configuration partition.

Resolution

Hotfix information

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Active Directory Application Mode that contains this hotfix.

The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. After you install this hotfix

After you install this hotfix, the current ADAM administrator must explicitly let users be created in the configuration partition so that ADAM users can be ADAM administrators. To do this, follow these steps:
1.Click Start, point to Programs, point to ADAM, and then click ADAM ADSI Edit.
2.Expand the CN=Configuration,CN=Guid container.
3.Expand the CN=Services object.
4.Expand the CN=Windows NT object.
5.Right-click the CN=Directory Service object, and then click Properties.
6.In the Attributes list, click msDS-Other-Settings, and then click Edit.
7.In the Values list, click each value that contains the text ADAMAllowADAMSecurityPrincipalsInConfigPartition=, and then click Remove.
8.In the Value to add box, type ADAMAllowADAMSecurityPrincipalsInConfigPartition=1, and then click Add.
9.Click OK two times, and then close ADAM ADSI Edit.
ADAM now lets you create users in the configuration partition. If you do not want users to be created in the configuration partition, you can set the ADAMAllowADAMSecurityPrincipalsInConfigPartition= value to 0. When you change the ADAMAllowADAMSecurityPrincipalsInConfigPartition= value to 0, the users and the groups that have been created in the configuration partition remain in the configuration partition and can be modified. You can delete a user or a group from the configuration partition at any time.

Active Directory Application Mode (ADAM) is a mode of the Active Directory directory service that provides Lightweight Directory Access Protocol (LDAP) directory services specifically for directory-enabled applications. ADAM provides these services without the infrastructure requirements of Active Directory. Therefore, ADAM does not require domains or domain controllers. You can install ADAM on computers that are running Microsoft Windows XP Professional and on member servers and domain controllers that are running the following:
Microsoft Windows Server 2003, Standard Edition
Windows Server 2003, Enterprise Edition
Windows Server 2003, Datacenter Edition
ADAM is a service that is not dependent on the operating system. You can install, stop, or restart ADAM without restarting your computer. You can install multiple ADAM instances on a single computer, and each ADAM instance can have its own schema that is independently managed. Because ADAM is built on the same core technology as Active Directory, developers who create directory-enabled applications can apply familiar techniques to ADAM and reduce the infrastructure dependencies of their applications at the same time.
