This article describes how to set encoding for incoming and outgoing messages for POP3 and IMAP4 for specific users

When connecting to Exchange server using non-MAPI client applications such as Outlook Express, you have the option to connect using POP3 or IMAP4 protocol. Both protocols are configured using System Manager to set the proper encoding for outgoing and incoming messages.
By default, all users use the same encoding when you setup their mailboxes and accounts. However, the message encoding for the POP3 and IMAP4 protocols can be set for each user independently. For example, you can set the encoding for User1 to Arabic-1256 and for User2 to Latin-1252
To set the message encoding for each user
1- Launch Active Directory Users and Computers
2- Double click on the user you want to set the message encoding for him or her
3- Select Exchange Features
4- From the Protocols list, select POP3 or IMAP4
5- Click on the Properties to display the properties of the selected protocol for that user
6- Clear the check box Use protocol default to change the protocol properties
7- From the Default character set, select the character set you want to use with this user and click OK to apply the changes

To display messages with Arabic subject properly, you should adjust character set encoding for both MIME and non-MIME messages to be Arabic Windows 1256. As this setting affect the POP3/IMAP protocol on the server you are configuring, other servers in the organization should be adjusted with the same encoding.
