"Unable to create the Web Site" error message when you use the Remote Administration (HTML) tool to create a new Web site in Windows Server 2003

Symptoms

After you install the Background Intelligent Transfer Service (BITS) server extensions, you may receive the following error message when you try to create a new Web site by using the Remote Administration (HTML) tool:
Web UI for Server Administration Error Unable to create the Web Site.

Workaround

To work around this problem, use one of the following methods:

Method 1

To avoid this problem, create the Web site by using the Remote Administration (HTML) tool before you install BITS. After you create the Web site and then install BITS, subsequent Web sites that you create do not experience this problem. If BITS is already installed, use Method 2.

Method 2

Remove and then reinstall Microsoft Internet Information Services (IIS) and BITS at the same time. To do this, follow these steps:
  1. Click Start, point to Control Panel, and then click Add or Remove Programs.
  2. Click Add/Remove Windows Components.
  3. Double-click Application Server.
  4. Click to clear the Internet Information Services (IIS) check box.
  5. Click OK, click Next, and then click Finish.
  6. Click Start, point to Control Panel, and then click Add or Remove Programs.
  7. Click Add/Remove Windows Components.
  8. Double-click Application Server.
  9. Click to select the Internet Information Services (IIS) check box.
  10. Double-click Internet Information Services (IIS).
  11. Click to select the Background Intelligent Transfer Service (BITS) Server Extensions check box.
  12. Click OK, click OK, click Next, and then click Finish.
  13. Try to create the Web site by using the Remote Administration (HTML) tool.
