Microsoft Web Proxy and Microsoft Firewall Services Do Not Start on Your ISA Server 2000 Computer

Symptoms

On your Microsoft Internet Security and Acceleration (ISA) Server 2000 computer, the Microsoft Web Proxy and the Microsoft Firewall services may not start. In this scenario, you may receive the following error messages in the system event log:
Event Source: Service Control Manager
Event ID: 7024
Description:
The Microsoft Web Proxy service terminated with service-specific error 2147952422.
Event Source: Service Control Manager
Event ID: 7024
Description:
The Microsoft Firewall service terminated with service-specific error 213007.

Cause

This issue may occur if a client address set that contains the broadcast IP address 255.255.255.255 is defined on your ISA Server computer.

Resolution

To resolve this issue, follow these steps:
1.Remove the client address set that contains the 255.255.255.255 address from any rules that reference it (or delete the rules).

Note It is not sufficient to disable the rules that apply to the client address set.
2. Delete the client address set that contains the 255.255.255.255 address.
