"0x80830003" error message when you use Exchange Server 2003 ActiveSync to synchronize a mobile device

Symptoms

When you synchronize a mobile device by using Exchange ActiveSync in Microsoft Exchange Server 2003 on a computer that is running Microsoft Internet Security and Acceleration (ISA) Server 2000 Feature Pack 1, the synchronization may fail and you may receive the following error message:
Synchronization failed. If the problem continues, contact your network administrator. Error code: 0x80830003

Cause

This issue may occur if you install ISA Server 2000 Feature Pack 1 and configure the ISA server to support RSA SecurID authentication instead of using Microsoft Internet Information Server (IIS) to handle RSA SecurID authentication. When you change RSA authentication from IIS to ISA Server, Exchange ActiveSync fails, and mobile devices cannot synchronize with the Exchange 2003 server.

Resolution

To resolve this issue, configure IIS to handle RSA SecurID authentication for ActiveSync traffic. When ISA Server handles RSA SecurID authentication for ActiveSync traffic, mobile devices will not synchronize successfully using Exchange ActiveSync.
