Cause

This behavior occurs because the Windows Server 2003 Messenger service is not started. By default, the Messenger service is disabled in the Windows Server 2003 family. The UPS uses the Messenger service to send alerts. However, when you turn on the option to send alerts from the UPS in Power Options Properties, the Messenger service does not start, and you are not notified that the service is not started.
