Cause

This issue occurs if both the following conditions are true:
  • The domain controller in your site is running Microsoft Windows 2000 Server Service Pack 3 (SP3).

    -and-
  • The value of the OperatingSystemServicePack attribute of the domain controller uses all uppercase letters and is set to SERVICE PACK 3.
Exchange 2003 Setup queries the domain controller in the site for the version of the service pack that is installed on the domain controller. If the domain controller is running Windows 2000 SP3, Exchange 2003 Setup expects the value of the OperatingSystemServicePack attribute to be set to Service Pack 3. You receive the symptoms that the "Symptoms" section of this article describes if the value of the OperatingSystemServicePack attribute is set to SERVICE PACK 3 instead of Service Pack 3.
