"Setup Failed While Installing Sub-Component Microsoft Exchange WMI Providers with Error Code 0xC103798A" Error Message When You Try to Install Exchange Server 2003

Symptoms

When you try to install Microsoft Exchange Server 2003, you may receive the following error message:
Setup failed while installing sub-component Microsoft Exchange WMI Providers with error code 0xC103798A (please consult the installation logs for a detailed description). You may cancel the installation or try the failed step again.
In addition, information that is similar to the following is logged in the Exchange Server Setup Progress.log file:

Cause

This problem occurs if the Windows Management Instrumentation service is disabled. This service must be enabled to install Exchange Server 2003.

Resolution

To resolve this problem, enable and then start the Windows Management Instrumentation service, and then click Retry to continue installing Exchange Server 2003.

When you try to install Exchange Server 2003 and one or more required services are not enabled, the Microsoft Exchange Installation Wizard displays a message similar to the following message that lists the reasons why Setup cannot continue:
The component "Microsoft Exchange Messaging and Collaboration Services" cannot be assigned the action "Upgrade" because:
- The SMTP component of Microsoft Internet Information Services (IIS) is either not installed or disabled.
- The Active Directory schema is not up-to-date. You must run setup with the "/ForestPrep" switch. If you have already done this with the current version of Setup, then you must wait for replication to complete. Consult your documentation for details.
- The local domain configuration is not up-to-date. You must run setup with the "/DomainPrep" switch within this domain. If you have already done this with the current version of Setup, then you must wait for replication to complete. Consult your documentation for details.
However, if the Windows Management Instrumentation service is disabled, it does not appear in this list of prerequisites.
