Symptoms

In Microsoft Windows Server 2003, when you use Group Policy Management to try to view a Group Policy object (GPO), you may receive the following error message:
The permissions for this GPO in the SYSVOL folder are inconsistent with those in Active Directory. It is recommended that these permissions be consistent. Contact an administrator who has rights to modify security on this GPO.

Cause

This problem may occur when you try to view the Group Policy object after you install Active Directory on your Windows Server 2003-based computer and you join the computer to a Microsoft Windows 2000 domain.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section of this article.

More information

This problem does not occur when you join your computer to a domain that was created by using a computer that is running Windows 2000 Service Pack 4 (SP4). However, if Windows 2000 SP 4 is installed on an existing domain controller, this problem is not resolved.
