Format Controls Are Not Available in the Command and Options Dialog Box

Symptoms

When you save a workbook in Microsoft Office Excel 2003 as a Web page with interactivity, the worksheet controls on the Workbook's toolbar and on the Format tab in the Command and Options dialog box may be unavailable. You can see this symptom if you view the page in a Web browser. This symptom may occur after you protect your Excel workbook with a blank password, and then save it as a Web page.

Resolution

To resolve this issue, unprotect your workbook before you save it as a Web page.

If you save a password-protected workbook as an interactive Web page, you may receive the following error message:
A sheet in the workbook you are trying to save is password protected. Password protected sheets cannot be saved in a Web Page. To save this file as a Web Page, you must first remove the password.
If the password is blank, you do not receive this error message, and you can save the workbook as an interactive Web page.

For more information about how to protect workbooks, click Microsoft Excel Help on the Help menu, type password protect a worksheet or workbook in the Assistance Search text box, and then click the arrow icon.
