FIX: Compiler Error When ASP.NET Tries to Start the CSC Compiler

Symptoms

ASP.NET cannot start the Csc.exe compiler when impersonating. When you call LogonUser to create the impersonation token, the token's ACL does not grant access to the caller's process identity and you receive the following error message:
Compiler Error Message: CS0007: Unexpected common language runtime initialization error -- 'An attempt was made to reference a token that does not exist. ' Source Error: [No relevant source lines]

Resolution

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem. This fix may receive additional testing. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next .NET Framework service pack that contains this fix.

When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.
