You cannot synchronize offline changes with a workflow-enabled public folder in Exchange 2000 Server

Symptoms

If you try to synchronize changes that you have made while you are offline to a workflow-enabled public folder that has been marked for offline use, any changes that you apply while you are offline may not synchronize successfully. When you click the Errors tab in the Outlook Send/Receive Progress dialog box, you may receive the following error message:
Task 'Microsoft Exchange Server' reported error (0x00040820) :
'Errors in background synchronization. In most cases, further information is available in a synchronization log in the Deleted Items folder.'
When you open the synchronization log message in the Deleted Items folder of your Outlook client, information that is similar to the following may be displayed:

10:56:11 You do not have sufficient permission to perform this operation on this object. See the folder contact or your system administrator.

Cause

This problem occurs when you try to perform offline synchronization with a program that sets property-level access control entries (ACEs) on an item, and occurs because of the way that the Incremental Change Synchronization code in Exchange 2000 Server works. When an item is synchronized, Incremental Change Synchronization deletes all the item properties, and then sets all of them again. This process is unsuccessful when a program sets explicit Deny ACE permissions on certain item properties because Incremental Change Synchronization does not have sufficient permissions to delete them before replacing them with those of the offline copy. If access is denied to Incremental Change Synchronization during this procedure, it quits the whole operation instead of just replacing the properties that it has access to.

Workaround

To work around this problem, do not use workflow folders offline. Alternatively, you can either grant the user permissions in the workflow process or add the user to the Exchange Domain Servers security group. Either action grants the process that runs Incremental Change Synchronization sufficient rights to delete the workflow properties and complete synchronization from the offline item.
