More information

This article explains the logic behind having aGroup Policy Object in effect for client computers. Disconnected client computers will still apply the Group Policy Settings when they are not connected to the network.

The following will happen:

  1. GPO will still apply to local admin account of client computer.
  2. GPO will still apply in Safe Mode and Safe Mode With Networking Mode.

This behavior is by design. This is just to maintain the security of computer.

The reason and Logic behind this

Its all about the Computer Account andrelationship of client computer with domain.Windows Operating Systemand Winlogon service still assumes that a Computerlogged on to local computer or Safe Mode or Safe Mode With Networking is the part of a domain as long as Computer account oflocal computer exist in domain ora secure channel exists betweencomputer and Domain Controller.

Windowsassumes that the security of this computer should be maintained by a domain controller as long as it is the member of the domain. So GPO Settings will still beapplied when you log in Safe Mode or any other mode.
