Faster reboot on Exchange Server 2003 servers that are also Domain Controllers

Symptoms

After applying Service Pack 2 (SP2) for Exchange Server 2003 computers running Windows Server 2003 with Service Pack 1 (SP1) that are also serving as Domain Controllers you experience faster shutdowns/reboots than you had before installing SP2 for Exchange Server 2003.

Cause

Prior to installing SP2 for Exchange Server 2003 on Windows Server 2003 Domain Controllers whenever you wanted to reboot or shutdown the server you experienced a long delay in the reboot/shutdown. This was due to the fact that the Active Directory-related services were stopped prior to the Exchange-related services, and because of that there was a long delay in shutting down the Exchange-related services.

This behavior was solved by manually stopping the Exchange-related services before performing the system shutdown/reboot (see KB 829361), or by altering the registry and configuring a shorter time wait for the Exchange services to be closed (see WaitToKillServiceTimeout in KB 839262).

After installing SP2 for Exchange Server 2003 this behavior is changed. Whenever the server is set to shutdown or reboot, the Active Directory uses a mechanism that informs Exchange that it is about to be shut down. The Exchange services are then shut down, and only thereafter the Active Directory-related services are shut down, thus resulting a much faster reboot/shutdown.
