SUMMARY

After performing an in-place upgrade of Windows 2000 Server Standard Edition to Windows Server 2003 Standard Edition using Volume License Agreement media, you are unable to successfully log on.

SYMPTOMS

After what appears to be a successful in-place upgrade of the operating system, you attempt to log on to the computer and you receive the message "A problem is preventing Windows from accurately checking the license for this computer. Error Code: 0x80070002". When you click OK you are immediately logged off. You attempt to restart the computer in safe mode and find that you are able to logon in 'safe mode' but not in 'safe mode with networking.'  Looking in the System log in Event Viewer, you see an Event with ID 1000 from source Windows Product Activation that provides you with the same information you found in the error dialog box.

CAUSE

You are performing an in-place upgrade from non-VLA media to Windows Server 2003 using VLA media.

RESOLUTION

Perform an in-place upgrade to Windows Server 2003 using non-VLA media. Then use the VLA media for Windows Server 2003 to perform another in-place upgrade to Windows Server 2003 Standard Edition.
