Error "Setup failed while installing sub-component base DAV protocol with error code 0x80010105" occurs when installing Microsoft Exchange Server 2003

When installing Microsoft Exchange Server 2003 you receive the following error during install:

I have seen this error occur when trying to install Microsoft Exchange Server 2003 on a debug build of Microsoft Windows Server 2003.

Check to see if you are running the debug build of Microsoft Windows Server 2003 by opening the properties for My Computer, you will see the word "debug" listed on the General tab.

If you are running the debug build you will need to reinstall Microsoft Windows Server 2003 using a version other than the debug build.
