Cause

Setup in Exchange Server 2003 has been changed to only stamp the default permissions once for an Exchange organization. This occurs on the first Exchange Server 2003 installation. Subsequent installs will retain any customization made to the permissions.

More information

Exchange Server 2003 setup is more secure because it does not revert to default permissions for each Exchangeinstallation. When an administrator has locked down permissions like denying users permission to create top-level public folders, those customizations are now retained. This is a change from Exchange 2000 Server.
