Setup in Exchange Server 2003 has been changed to only stamp the default permissions once for an Exchange organization. This occurs on the first Exchange Server 2003 installation. Subsequent installs will retain any customization made to the permissions.

Exchange Server 2003 setup is more secure because it does not revert to default permissions for each Exchangeinstallation.
