Inbox rule applying a personal tag doesn't stamp RetentionDate in Exchange Server 2019 and 2016

Symptoms

In Microsoft Exchange Server 2019 and Exchange Server 2016, an inbox rule applying a retention policy should stamp three properties:
  • RetentionDate
  • RetentionPeriod
  • PolicyTag
However, only two properties RetentionPeriod and PolicyTag are stamped.
