FIX: Error in WCF-SQL Adapter for FILESTREAM operations

Symptoms

Assume that you configure WCF-SQL adapter to perform FILESTREAM operations on SQL Server database. SQL Server Native Client is not required for Microsoft BizTalk Server 2020 WCF-SQL adapter, but if you don't have SQL Server Native Client installed, you notice that message processing fails with error like "could not load sqlncli11.dll".
