FIX: New sandbox is created unexpectedly when sandbox cleanup fails and child process is still alive

Symptoms

Assume that you use Big Data Cluster (BDC) in SQL Server 2019, with a limit that allows only one sandbox running at a time. During sandbox cleanup, all the child processes are cleaned. If cleanup fails and a child process is still alive, a new sandbox is still created which is not expected.

This issue is fixed in the following cumulative update for SQL Server:
