FIX: BizTalk Cumulative Update or Feature Pack setup fails to install when any MSI on the machine is missing or corrupted

Symptoms

When you try to install Microsoft BizTalk Server Feature Pack (FP) or Cumulative Update (CU), the setup fails, and the logs indicate that SqlNcli11Verifier has crashed. The crash occurs if any (unrelated) MSI on the computer is missing or corrupted.
