FIX: BizTalk Server SCOM pack fails and returns an error if TLS 1.2 is enabled

Symptoms

After you disable Transport Layer Security (TLS) 1.0 and enable TLS 1.2, you notice that the Microsoft BizTalk Server System Center Operation Manager (SCOM) pack fails and returns an error message that resembles the following:

Error Detail:[DBNETLIB][ConnectionOpen (SECDoClientHandshake()).]

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
