In a Microsoft Skype for Business Server 2019 environment, you enable anonymous PSTN callers to start static meetings. A PSTN user dials the Conference Auto Attendant (CAA) service number and provides the conference id to join the meeting. However, the PSTN call is placed in a holding pen until a Skype for Business user joins the conference even though the AllowAnonymousPstnActivationForDedicatedMeetings parameter is set to true.
