Cause

Applications that use Distributed Component Object Model (DCOM) and rely on credentials from the Credential Manager API (credman) for authentication to remote targets may experience authentication failures on Windows 10, version 1903. Instead of authenticating with credman credentials, applications will attempt authentication using the currently signed in user accounts credentials.
