In Internet Explorer 11 and Microsoft Edge, keyboard users must press the Tab key two times to navigate web content by using file input controls.
This behavior is by design in Internet Explorer 11 and the current EdgeHTML-based versions of Microsoft Edge. In these programs, the file input control is designed to let keyboard users interact independently with the value and button parts of the control.
