NDR occurs when you resend message from alternate journaling mailbox to journaling mailbox in Exchange Server 2019 and 2016

Symptoms

In Microsoft Exchange Server 2019 or Exchange Server 2016, when the journaling mailbox becomes available again, you try to use the Resend this message feature in Outlook on the NDRs in the alternate journaling mailbox to send the unaltered delivery reports to the journaling mailbox. However, it fails, and you receive the following error message:
Remote server returned 550 5.71 sender is not authorized to submit general reports.
