System restore to "Windows Modules Installer" restore point fails in Windows 10, version 1809

Symptoms

Consider the following scenario:

  • You start Windows 10, version 1809 in Audit mode.
  • In the system event log, you find the following event entered:
    The start type of the windows modules installer service was changed from demand start to auto start.
  • You manually turn on system protection. To do this, select System Protection ConfigureRestore settings > Turn on system protection, and then select Apply.

In this scenario, a Windows Modules Installer restore point appears. If you try to restore the system to this restore point, the system restore process fails. Additionally, when you start the computer to out-of-box experience (OOBE) status, the computer cannot start, and it generates a Something went wrong error message.

Workaround

To work around this issue, use one of the following methods.

Undo System Restore

  1. Start the computer,​ and press F11 to enter the Windows 10 startup Advanced options menu.
  2. Select System Restore. ​
  3. Select Restore from local drive. ​
  4. Select Troubleshoot. ​
  5. Select Advanced Options. ​
  6. Select System Restore. ​
  7. Undo the previous system restoration by selecting Undo System Restore. ​
  8. Follow the on-screen instructions.​
     

Do a system reset​

  1. Start the computer​, and press F11 to enter the Windows 10 startup Advanced options menu.
  2. Select System Restore. ​
  3. Select Reset this PC. ​
  4. Select Remove everything. ​
  5. Select Just remove my files or Remove files and clean the drive. ​
  6. Follow the on-screen instructions.​
