Can’t edit interactive RGS workflows via the web interface in Skype for Business Server 2019 and 2015

Symptoms

In a Microsoft Skype for Business Server 2019 or Skype for Business Server 2015 environment, when you try to edit an interactive RGS workflow by using the https://<webPoolFqdn>/RgsConfig webpage, the webpage can’t load successfully.
