Skype for Business on Mac user's latest photo can't be seen until signing in to a Windows client in Skype for Business Server 2019 and 2015

Symptoms

In Microsoft Skype for Business Server 2019 or Skype for Business Server 2015, a Skype for Business on Mac user updates his profile picture, but other users can't see it. After the Mac user signs in to a Skype for Business for Window client, other users can see his latest photo.
