Video playback flickers when you play it on a 4K or 5K external monitor using Windows 10

Symptoms

Consider the following scenario:

  • You use your Windows 10-based computer to watch a 4K movie on an external flat panel (EFP) monitor.
  • You configure your system in the following manner:
    • Windows 10, version 1803 or a later version is installed on the computer.
    • You connect a 4K or 5K EFP monitor to the computer by using an HDMI cable.
    • Windows is set to use Extended display mode.
  • You open the Movies & TV app, drag it to the 4K EFP monitor, expand it to full screen, and then play the movie.

In this scenario, you expect to see the movie play smoothly. However, the video appears to "flicker" or drop frames as it plays.

Cause

This is a known issue in Windows 10, versions 1903, 1809, and 1803.

This issue will be fixed in a future release of Windows 10.
