You cannot select any options on OOBE EULA pages in Windows 10

Symptoms

In the Windows 10 out-of-box experience (OOBE) pages including End User License Agreement (EULA), you cannot select the Detail, Reject, or Accept options, or enter user name, and so on. This issue affects the following methods of selection:

  • Tapping on a touchpad
  • Left-clicking by using an external USB mouse
  • Pressing the Tab key
  • Using keyboard to enter user name or WiFi password

When the issue occurs, you can use (Shift+F10) on this screen to open a Command Prompt window, and the Command Prompt window works as expected.

To work around this issue, restart the computer.
